OVERVIEW

Background

Harpic empowers its consumers and society to ensure improved sanitation and wellbeing that leads to progress for all. Sanitation workers are part of this ecosystem and an important pillar for the brand.

The program aims at multiple Sustainable Development Goals. By providing education and training to sanitation workers, the program supports SDG 1 (No Poverty) and SDG 10 (reducing inequalities), SDG 3 (Good Health and Well-being), and SDG 6 (Clean Water and Sanitation).The program’s efforts to eliminate manual scavenging align with SDG 8 (Decent Work and Economic Growth) and SDG 11 (Sustainable Cities and Communities).Through partnerships for expansion, certification and accreditation, the program supports SDG 17 (Partnerships for the Goals).

The specific objectives were:

•Empower the sanitation workers through access to education and upskilling

•Ensure better livelihood and social dignity

•Reduce social inequality through rehabilitation

The programs also aligns with the Indian government's Swachh Bharat Abhiyan (Clean India Campaign)

Idea

The idea was to create an institution that works on ground with sanitation workers and helps them with education, upskilling and rehabilitation. Harpic together with Jagran Pehel and the World Toilet Organization started the Harpic World Toilet College with an aim to tackle the issue of manual scavenging and uplift the status of sanitation workers. Today we are present in 14 states. The goal is to create awareness to their basic rights, support these workers with dignified livelihoods, and an improved sense of self-worth. Additionally, these colleges rehabilitate and upskill sanitation workers, provide training and education to improve their job prospects and reduce the risk of accidents and fatalities. The ultimate objective is to achieve zero deaths and incidents. By offering comprehensive support to sanitation workers, including practical training and education, the Harpic World Toilet College is striving to create a more equitable and just society.

Strategy

The approach of the programme is to provide education, upskilling and support for sanitation workers to improve their living conditions.Our primary target audience are sanitation workers themselves along with the NGOs working on sanitation, government agencies including the municipal corporations of various cities responsible for the provision and maintenance of sanitation infrastructure, safe disposal of waste, and ensuring safety and well-being of sanitation workers.

This is achieved through various initiatives such as needs assessment, curriculum development, training delivery, counselling, placement support, and monitoring and evaluation.The program also focuses on partnerships and collaborations for expansion, certification, and accreditation to ensure sustainability and wider reach.

The strategy involves a comprehensive approach to data gathering, which is used to inform all aspects of the project and is carried out directly by the project team working towards mapping from the cities to the slums to the communities and mobilising the sanitation workers.

Execution

The College (HWTC) has been set up in 14 states across the country in partnership with state government and municipal bodies with operational training centres dedicated to supporting sanitation workers with regular counselling, trainings and placements.

The program extensively uses technology for monitoring and evaluation, as well as partnerships with key stakeholders, ensures its sustainability and effectiveness in improving the lives of sanitation workers. It also promotes awareness and advocacy for the elimination of manual scavenging and the provision of dignified livelihoods for sanitation workers.
