Background
Kobayashi City in Miyazaki Prefecture ranks first in Japan in loss of high school students to other prefectures due to a population outflux. It has even been designated as a “potentially disappearing community.” We thus felt it imperative to heighten our young people’s interest in town planning. We established a SIMCITY Department within City Hall, authorized by the mayor to utilize the SIMCITY game for urban planning. The administrative department’s goal was to visualize town planning through game-style entertainment instead of through conventional planning documentation. Kobayashi was recreated within the SIMCITY framework, at which time participants worked to formulate an ideal city. To add to the excitement, the new department created its own official envelopes, business cards, signs, badges and other stationery items. They changed the interior design of City Hall itself, sparking the beginnings of increased citizen interest in urban planning.
Idea

Execution
We made a stationery kit for use in the activities of the Kobayashi Shim City Division.We aimed at a design appropriate for goods of the public sector.The design is very familiar as it is composed of simple lines and color illustrations.Business cards and envelopes used when communicating with the outside, in the form of a building, it looks like the city will be created by arranging them.
Outcome

The proposed ideas for urban planning by the SIMCITY Department were approved, and cloud funding in support of implementation will start in June 2019.
