Execution

The best way to make an impact was shifting people to the side of the pirate vendor. To do this, towels were given away on the beaches, so that when laid on the sand it looked like their owners were pirated film vendors.

Outcome

That week the beach was filled with the anti-piracy towels, which demonstrates that the action reached the audience, leaving the public awareness campaign in their hands.
