The biggest cause of stray bullets in Rio de Janeiro is ilegal weapons concealed by drug lords. We had to find a way to deliver our message even with the criminals forbidden any type of media. We choose the most violent slums in the city, including the ninth biggest slum in the world, Rocinha, and delivered a Stray Notification. A message that only reached people inside the slums with a precision of 1 meter. The message was simple: "A stray bullet doesn’t give you a second chance. A Stray Notification does. Denounce hidden caches of arms 2253-1177”. Using a new technology that combines wifi, accelerometer and the earths magnetic field we could spread inside delimited areas that never were impacted before.

We set out the most dangerous zones in slums in Rio. The Stray Notification would only impact in those areas. To accomplish that we used a technology that put together wifi, accelerometer and the earth magnetic fields to show exactly where the targets are. The accelerometer would show the users movements and their altitude. WiFi hotspots intensity near them would help us delimitate a specific area they occupied. The more intense their signals the closest they are to where we imagine. To make it even more accurate, a shocking one meter precision, we used a sensor that can read distortions in earth’s magnetic field showing us exactly where they were, like a magnetic finger print of the location.

The information against illegal weapons through our hotlines were raised in 250% on the slums where the Stray Notifications were spread. That help us apprehend 74 riffles, hundreds ammunition and small arms so far. 

Without those fire arms once again we rendered crime useless decreasing the stray bullet chances and improving life in slums.

In the last five years Brazilian Economy grew and so did the lower classes access to smart phones. We pursue this as an opportunity to get through the barrier drug lords have imposed to any kind of media against violence. We used mobile phones to impact people just like a stray bullet, unexpected and shocking. 

According to the UN, Brazil is the second country who suffers the most with stray bullets and Rio de Janeiro is its second most violent city, with a murder rate comparable to war zones.

Most of this problem is due to confrontation between authorities and drug lords, a decades long issue in the city.

Disque Denúncia was created 20 years ago to serve as a way for the population to contribute in the fight against violence. Currently, it is the biggest anti-crime hotline in Brazil.

One of the biggest problems is reach. How can we impact people in the biggest slums in the world if the drug lords hold the community hostage controlling every information that reaches them?
